elki-dev software package provides Data mining algorithm development framework - development files, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elki-dev
elki-dev is installed in your system.
Make ensure the elki-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep elki-dev *
You will get with elki-dev package name, version, architecture and description in a table
